I've heard that there is some type of movement going on to make the Mexican Consular ID card and acceptable form of identification for notarization purposes. Is this true? If not, aside from my study book, where else would I be able to find the current proper ID guidelines? Is there an official link available? Thanks in advance for your responses.

There was a bill that passed the State House/Senate last year that would have allowed this, but thankfully and wisely, the Governor vetoed it. It was AB 442... but the Assemblyman is a persistent bugger, and he's trying to push it through again.
I get a lot of people trying to present it to me insisting that I'm supposed to take it because it's a new law... but they're wrong. I actually keep copies of the Veto message with me now, because some of them don't believe me.

As far as what IDs are acceptable, it's in the handbook as linked above. You can always get the current handbook from the SOS's website.

To add to that, I'm not sure what the current status of the campaign is to pass this... but I don't think it's very active at the moment. My guess is that they're waiting for the election to be over to see who ends up as Governor.
