I received a call asking me whether I notarized VIN numbers and I didn't know how to answer this. Could someone please help me identify what I need to do this? Maybe it is just a higher valued bond. I seriously don't know and thought to ask here before I go jump through many state hoops only to find that budget cuts affected the person that knows this answer.
I can notarize a signature, but likey need something else to verify a VIN. I imagine this is used for out of state purchases, but am not sure.
Thanks for your help.

The CA DMV licenses VIN verifiers and you need a permit. You need a $5000 bond and another set of LiveScan fingerprints. The permit is good for 2 years.
Details are here: http://www.dmv.ca.gov/vehindustry/ol/verfier.htm
The Handbook (with more details) is here: http://www.dmv.ca.gov/vehindustry/ol/ol_handbooks/ol301.pdf
Alternatively, you can have them contact their local CHP office to make an appointment. They verify VINs for people all the time.
