Is it ok to use Blue or red ink on notary stamp, I wish to do this to help prevent unauthorized copies.

In California, it doesn't matter what color ink you use for your seal, so long as it fulfills the requirement that it be photographically reproducible. That essentially means it needs to photocopy clearly. It might help to review page 7 of the current handbook about seal requirements.
Something to remember is that not all inks photocopy well...and it also depends on the paper, too. Some ink will copy well on one type of paper, but not another. Green and blue inks are especially difficult.
Now, I have several seals. One of them is round with purple ink...I really like it because it is more traditional feeling, and some people prefer it over the basic black. I just have to be aware about getting a good, dark impression and making sure it's a paper that will copy well.
